The new fault would take everyone by surprise, while the tiny earthquakes in the south lately from fracking were amusing to scare people, they were very minor compared to proper earthquakes which can known over buildings not built to withstand them, though I think most of California is follows the building code anyways.
And no freezing the core of the Earth would not solve it, if anything it would make things a lot worse.
