No one in DC has a stand, so no one would be able to attack KC. The question then becomes, what character can survive KC long enough to find and take out the user
The most difficult part would be finding the user, because KC sneak attacks and actively tries to conceal its existence. Even a range attack would be useless because you wouldn't know where to aim it and epitaph may be able to let him dodge it even if you get lucky, or simply skip time to allow the attack to pass through him like the bullets in part 5.
People like Spectre, maybe Deadman, Dr. Fate, Etrigan, etc. could probably track him down and perhaps even take him out without going within range of him.
Superman and other flying bricks would likely be able to tank damage from KC until they found out where Diavolo was.
