Why hasn't Disney done Gulliver's Travels yet?

Do they make some policy against adapting it since their old rival Fleischer did it?

Probably because it lacks several elements that Disney would need to shoehorn in, like a specific villain, an annoying sidekick, a love interest etc. It's too episodic and lacking in story elements that they usually bank on, so they would need to heavily rewrite it.
Okay, didn't stop them from Rapunzel or The Snow Queen.

If they do adapt it, please don't focus on only the little people and the giants when the last two parts of the book are obviously much better.

I guess they never get adapted because one's a satire on science, and the other on humanity itself, and I guess people think they're too pessemistic.
