Like really, why is this even a debate, if the Major was tasked with killing Tony Stark, all his failsafes would be turned around because he's not a super master hacker and not a very good programmer.
Comic book wise, he's npt Pym.
Movie wise, he relies on home grown AI to help him do everything non-mechanical.
