The Dali Lama only creates expense due to the entire fact that China would love to take him out with a sniper shot. Otherwise, he could be some peasant in a one room hutch (and his actual home is pretty sparse other than the security stuff).
The dialogue basically create a 'because plot' after the fact rationale for a wrestling match, which is what they probably wanted to do as a fill in issue in the first place, so stuff could get synchronized for future issues.
Don't read so much of your basic entrenched hatred for the character into a one panel throwaway.
