Good job OP.

So guys, what do you think the essential MAX reads are aside frm Garth Ennis body of work?

The first Terror Inc. is quite good, the second I couldn't get past the art. CAGE is an acceptable little story, but I'm an Azzarello's fanboy and I know a lot of people don't like them

US. War Machine are both garbage of the worst kind, the Foolkiller minis are hilariously bad, Thor: Vikings is a bit trite.

The second Foolkiller mini, the Punisher team up, was great. They were both over the top and schlocky as hell.

Terror Inc was fucking great, id love to see him back in the main canon.

Frank felt incredibly OOC for me, couldn't take it seriously (then again, I do hope Hurwtiz wanted it to not be take seriously).

IIRC he wrote that because Quesada dared him to try and write a character that he wouldn't write. It had its moments but I thought it was middling.

Destroyer was a character from the Golden Age. The MAX series is Kirkman writing it as if he'd still been around in continuous publication.

Dominic Fortune is a 70's character created by Howard Chaykin, MAX series is Chaykin returning to the character.

Foolkiller was around before (under Steve Gerber) but Foolkiller MAX is completely unrelated to the Steve Gerber versions (though there was a panel with dialogue doing a nod to them).

Starr the Slayer was a barbarian character created by Roy Thomas and Barry Windsor-Smith prior to their doing Conan, it was really a horror story in the vein of EC Comics/Twilight Zone type tales with a twist ending. Decades later Warren Ellis introduced a version of Starr in newuniversal. But Starr MAX has no relation to either of these, IIRC.

Existing characters, or ones based on existing ones.

I assume Marvel was stingy over who got MAX runs, hence why most of the series star old and obscure characters that the company probably barely cared about anymore, so the writers could do whatever they wanted with them.

Foolkiller is kind of worth a look. I still prefer the Gerber comics more but it's an interesting alternate universe version.

I haven't read Dominic Fortune yet but I remembered liking Chaykin's old Dominic Fortune stuff. Obviously it's 2000's Chaykin which is different artwise from 70's and maybe 80's Chaykin but if you have no problem with that it might be worth looking into.
