Looks like a texture that just got photoshopped onto his regular suit

I'm pretty sure this picture on a shirt is also the same suit cap was wearing in the Civil War promo shots that showed each of the two teams. Where he's standing in the middle. The dark space surrounding the star looks similar and the stripes on the abdomen is the same
