We've seen throughout the series that the Avatar is the most powerful individual in the world, with many who desire or resent that power.
Amon saw benders, and by extension the Avatar has the cause of strife.
Unalaaq wanted to ascend past the Avatar
Zaheer wanted the Avatar dead.
So Kuvira comes along and attempts to build her mech, with the intention of eliminating the only threat that could stop her. It's her deterrent to keep the 'peace' she strives to build.
That doesn't fix her entire characterization or her infamous Bryke parenting issues, but it legitimizes the mech and her reasoning for such a weapon.
If you want to go really Metal Gear, Zaofu's status has a nation state should have been explored in more depth, and it's political relations to the Earth Empire should be expanded upon.
