Steve was a bit of a stick in the mud at worst, but Tony was the one being a dick, which is a stable part of his character. Tony makes a mocking jab at Steve, which would probably be fine if they were friends, but we know they aren't at this point and Steve takes it personally and throws it back in Tony's face.
One could argue that Cap should be the bigger man and that Tony doesn't treat him differently than he does most other people; therefore Cap comes off as more of a dick to the audience who knows Tony was just spewing passive aggressive shit because he's slightly autistic and has an inferior complex.
