If it's structural then you'll need to deconstruct the book and rebind it,

I would suggest going to a fabric shop and getting a yard of leather or something. Fabric glue for the fuzzy side. Get spray adhesive from a hardware store, maybe an art store. It's critical that you use spray adhesive for the endsheets, or else the moisture from other kinds of glue will warp and wreck your pages.
