soft hammer depends on what you are hammering.
the hammer face material needs to be softer than the work
you can get hammers with a large variety of face materials for working different materials.

Those are often called "deadblow hammers". Depending on how soft op needs there are rubber, nylon, plastic, and brass hammers.

I cast my own at work.
Using lead from old car batteries melted with propane/oxy into a simple steel mold that holds a galvanised pipe for the handle.
Weld a bolt or bit of 10mm round bar to the end of the handle so the lead has something to hold onto.
These hammers are amazing for steel fab work.
Very heavy, very soft.
Just recast the head after it gets too flattened out
