There are machines you can rent for grinding/sanding a thin layer off the top of the concrete. It will expose some aggregate and looks really nice. You would have to do a lot of vacuuming afterward to remove dust.
There are also special formulas designed to make a thin layer over top of concrete to make the floor level and flat, you will be covering the concrete with a cement compound that looks a bit different but it is designed to bond to the concrete and fill in cracks and hole and stuff.
I wouldn't just pour additional concrete on top of existing concrete, especially without treating the existing concrete and if the new layer is going to be thin
