Most ghetto thing i could think of: cut some of these things in half, duct tape and glue them together (pic related). Maybe use foam sealant to make it all float better.

Collect a lot of soda and water bottles(or even better 55 gal plastic barrels), lash them together, put under a piece of plywood and make a pontoon boat. If you try hard enough all materials can be found or aquired for free on craigslist.

You can routinely get a blown plastic kayak for ~100$

You can buy an inflatable one for ~100$ new on amazon

Youll spend at least 100$ in raw materials for any respectable /diy/ built shit, and it isnt going to be as good as a real one.
Sometimes you should just buyfag, this is something you can literally die using.
