And how can it be removed without removing the screws? Some sort of security key or something?

Chisel, hammer, maybe Vice-Grips (+ 2' pipe for added torque) OR, if that's a keyhole in the end, then yes a KEY.

It takes a square bit; you've probably got one in your toolbox, or you can get one in any "funny-bit" set.

The outside turny bit is just there to stop you getting it off with pliers, etc.
