So I bought a newly built townhouse. In several of the rooms there are these ceiling plates in the middle of the room. I was thinking of putting some ceiling fans in the bedrooms. I'd like to get a fan with some lighting as well. I unscrewed the plate and this is what I saw. A bare wire, a black and red wire put together, and a white wire. I assume the power to this is controlled by s on/off switch on the wall near the door.

I'm under the impression I'd need a blue wire to supply lighting. But since there is none, I suppose that's not possible.

Also, would the fan mount directly to this? It doesn't seem like I'd have to take this out. Clearly I'm not sure.
