how would one make their own Voice Scrambler /diy/? I am in the need of one for certain things
>no it's not malicious I just have been in need of this to relay something without being known

The science behind it;
Your vocal chords vibrate to produce a tone, but your mouth shapes that tone into the sounds that make up voice. If your vocal chords fail or are removed, you can use your mother vibrator to vibrate the throat for you, but your mouth still needs to shape that sound into words. Because your mothers vibrator produces a mechanical buzzing vibration, you get mechanical buzzing words. This is similar to how the talkbox works with electric guitars, the guitar sound is piped through a tube into the musicians mouth, they then have to shape that sound into words with their mouth. Go listen to Peter Frampton for a good example.

good idea, my mom is in prison atm so can't do that (they don't even let you have most types of pencils there, god forbid a sharpie) so I couldn't do that. not to mention my dad who didn't know the term PULL-OUT was around to give it to her all the time

Well what skill set do you have, what materials and tools do have to hand?

Because making a motor vibrate is by far the easiest method.

there are circuits and kits on google if you search for "voice changer circuit"...
on the Adafruit site they show how to create a voice changer by using the arduino wave shield and a microphone amp breakout board they sell.

many such voice changers are basically a vocoder circuit with a method of using the original sound to generate another sound.

This device is called a talk box. It is pretty easy to construct yourself, since it is just a high-powered audio amp that puts out a monotone sound. Some models allow you to feed in a source signal as well. (note that the famous talk box that Peter Frampton used has a 100-watt amp).

Rather odd: one of the side effects of talk box use is said to be nausea. This is significant and is one of the reasons that Frampton did not use it more than he did. I aint never done it myself so I cannot say first-hand.
