The concept is obviously based on VP, and they openly give credit. But they've changed quite a lot: combat is now real time with no menus whatsoever, characters have multiple attacks each, the Iddhi meter, and you have to actively block Paper Mario-style. Oh, and the platforming part is actually good unlike VP's.
Also Guilty Gear wasn't the first game to have prehensile hair and Skullgirls won't be the last. I don't even know where you're getting Mitsuru from, and you know Skullgirls came before Arena right?
