Can a garment be labelled 100% Cotton if some detailing (thread, tags, ribbed cuffs) is not 100% cotton? Pic maybe related

I don't think there's much regulation on that front. You'll notice that many articles of clothing don't even list the material and composition. I think you could just write whatever you want on the tags. As you said, I could see a garment being labeled 100% cotton for the sake of convenience if maybe the cuffs were synthetic or something.

It does seem obvious to me now, yeah that would be retarded.

I have a 100% cotton sweater from reigning champ with pretty elastic feeling cuffs, does anyone know if they could add elastane without having to note it on the tag?

cuffs are made of, usually 1x1 rib knit fabric
knits are naturally stitchy
the structure of a 1x1 rib allows it to stretch more
