whats the end position for an OHP rep?

is it with arms outstretched, or with the bar sitting on your chest?

Wherever you want, can do either. One will let you use more weight/do more reps, other, not so much, resting the bar on the delts between reps also may work the delts more

I pause at the top also.
Its like benchpress - its a lot easier to hold weight with your elbows locked than it is "in the hole."
