Not quite sure about WLers of his time. But modern russian powerlifters typically have a minimum effective dose mindset in regards to steroid usage. They start at very low doses and it is treated as recovery, ie something allowing you to train more and train harder.
When your strength and the volume needed to become stronger outstrips your recovery, dosage is slowly upped over the years. Some of the bigger russian PLers like KK and malinchev were/are are very moderate dosages compared to some of the "if you stall increase roids + food intake" muricans like dan green and george leeman tbqh
so the answer is to put in a decade of hard work under the bar, not a magic cycle or anything.
