1.) Progress as long as you can at maintenance calories, unless you are at the fatter end of skinnyfat. If you are the fatter kind of skinnyfat, then cut. It took about 4 months for me to stall on maintenance calories.
2.) As soon as you start stalling, you choose to bulk or cut. Commit to this decision for at least 6 weeks. Do not continue to recomp in the hopes that your gains will start up again. They won't.
3.) When you cut, you aren't trying to reveal the muscle you have underneath your fat (there is none). You cut because you need to give yourself some room to bulk without becoming a fatass.
4.) And to answer your question: It will probably take 8-12 months before you begin to look good.
