this is taken from spec sheet for my ram.

does this means it's rated for upto 2.3 or 1.9 volts?

no, the highest your can go is 1.9v. you will kill your CPU if you do this though, don't go above 1.55v-1.6v

don't go above 1.9v then, alternatively stop using ddr2 because it's been obsolete for like 8 years now
