It could be that they don't let more people join until they have enough hard drive capacity to guarantee the space they tell you you have.
It could be more systematic things, like poor optimization limiting the number of users they can handle (although I couldn't guess about the nature of such a limitation given that I don't know anything about the specific stack they're using; just to say that in general these kinds of things can limit a site's growth, especially if they're being cautious).
