The connection bandwidth does not matter. You can always get multiple lines connected to your house for more bandwidth, but you can't improve your latency if your ISP is shit in first place.
Arguably ADSL2+ and fiber are not comparable in terms of latency, but we are comparing ISP backbones here. You're saying your ISP is better from a subjective perspective, while I am saying your ISP is crap from objective perspective. Objective is more correct than subjective.
Objectively, your ISP doesn't even have IPv6 peering which makes me question if your ISP supports IPv6 at all.
We're competing in two very different categories here: TeliaSonera's 1,135 peer tier 1 backbone versus Hyperoptic's backbone with 44 peers. I also exclaimed that Cogent is a cheap transit provider. It is well known that Cogent's own backbone is permanently congested, and numerous discussions on WebHostingTalk also prove this.
Hurricane Electric's IPv4 network is nothing comparable to their IPv6 network. The IPv4 network is average, but their IPv6 network is great.
Zayo is just Zayo, it's good but not the best. It's also a regional transit provider, because they aren't good for some locations.
