The US is concerned that Russia is thinking about cutting undersea internet cables carrying most global internet traffic.
The US has monitored Russian subs and spy ships operating along known cable routes; including around the North Sea area, and between Cuba and the US where a Yantar spy ship, which carries 2 submersible deep-sea craft capable of cutting cables, was monitored last month.
Cables are often damaged underwater, by ship anchors or natural phenomena, and they are quickly repaired, but the US is worried that Russia is looking for particular spots in locations that would make repairing the cables hard.
