Your're out of luck if you're Chinese, Russian or some other less than friendly country but I personally know a UK citizen who worked there and later became a US citizen. I also have second hand knowledge of a few other non citizens who ended up working there.
If you hang out in pure/applied math circles you realize that while not common it isn't an impossibly rare occurrence either.

It might be the NSA, but they still need to hire people that are more or less pleasant to work with. Unless of course you are truly exceptional.
Also, and SSBI will usually paint a much better picture than someone's internet browsing habits.

In my, albeit limited experience, having a strong research background in Math tends to be the easiest route and the one were the most allowance will be given regarding things that may come up in the background checks.
