uBlock only injects the rules that are relevant to the page

I have the malware one disabled because it only has one rule in it not covered by something else.
There's no point in the Merged list because I already have each of its component lists.
And the HOSTS list is a subset of the list immediately above it.

"Long-lived malware domains" only shows 3 used out of 4000, but the rest shows a much higher % used.
So how can it be duplicate/subset if it doesn't show ~0% used?
Shouldn't it say "0 used out of 13,853" on my MVPS HOSTS?
