How the fuck am I getting popup ads? I have adblock and the hosts file from somebodywhocares.org

How? NoScript?
Also, I think these ads are just gifs with links. I don't think NoScript can block that.

Softpedia auto generate alternate ads if they detect you using adblock.
You need add additional rule, hide all links containing /xout.php & /out.php in href.

softpedia.com##a[href*="/out.php"]
softpedia.com##a[href*="/xout.php"]
softpedia.com##a[href*="/zout.php"]

If they generate new link, inspect site source & add the ads link to above rule.
