Because it would be annoying as fuck to have something blowing on your hand.
Because it would make annoying noises.
Because it would drain the battery really fast.
Because it's a stupid idea to have moving parts in a portable device.
Because more heat generated by the CPU means more power consumption, which is something to avoid in a smartphone anyway.
Because, hands down, nobody actually needs more power every year in a smartphone. Smartphones have converged years ago, buying a new one these days is a pure waste of money.
