Finally was able to root my galaxy s4 for the first time and got cm11.

Think its worth getting CM12.1 or will that just fuck my shit up and make it all laggy like what the regular lollipop did to my phone before I downdated it.

You can move on to the CM12. I have a S4 too and it works perfectly well.
+Instal minimal gapps to get that low-bloat feel.

How do you know what's safe or not to unimstalll.

i upped mine s4 from 11 to 12.1 and i have to say i regret sometimes.
11 was complete, working software and 12.1 is nightly, breaks shit, and doesn't overall feels like an upgrade.
11 + skin and you're done.
