long story short. i can't get adsl broadband where i live, however my neighbours 3 houses down can. does anybody have any suggestions as to how i could possibly mooch their internet. are there wifi boosters out there that can boost up to say 500 meters away?

you can boost their wifi for 500meters easily. there are cheap antennas that can boost for 25kms.
as long you have your neighboors permissions since you need to do some work on their router.

My dad wants to move himself out someplace rural to retire. He lives on the internet too tho. Already have ideas for community high-speed wi-fi daisy chaining if needed and people can cooperate.

You could arrange with your lucky neighbour where he could get a second adsl line (for which your would pay). You could then set up a proper wifi link to your house.
