Install python and either give a direct path to your python binary or add your python bin directory to your %PATH%

I'm not even a Windows user and I can tell you this easily.

Some pointers, too:
You need pyusb + libusb
ipoddfu.py
libipoddfu.py
ipodscsi

You won't have those by default when you install python.

well I've got python and getting libusb
will get ipodsci when I get to that stage

Also, it's been a while since I've done this sort of thing with an iPod, so the .dfu threw me off.
This is an iPod touch, right?

You're running the "python ipoddfu.py WTF.x????.RELEASE.dfu" command in cmd, yes?
CMD has to be in the same folder that ipoddfu.py and RELEASE.dfu are in.
You'll see at the start of each line in CMD it'll list a folder name. That's where CMD is.
Type "cd Downloads" and you'll move to the downloads folder, type "dir" and it'll show you all the files in the folder.
Not gonna lie, perhaps just put this one on the shelf for a couple years and come back to it when you're a little more knowledgeable.
Can I ask how old you are? Reverse your age so mods don't get pissy. So if you're 16, say you're sixty one or something.
