So Here's the deal. PC won't boot up. I have a recovery USB drive that I want to use to fix it. Thing is, I need to go into the bios to change the boot order but every time I try to access the Bios settings page this blue screen pops up. I have the recovery, but the pc won't let me use it. Anyone had this happen before?

Welp.
Press Power while mashing F11 (recovery) F9 (boot menu) or F10 (bios setup).
If your usb isn't booting then its probably not UEFI bootable.

Did you make the usb drive bootable? Seems like pc is reading flash drive as a non-bootable one.

If nothing else works just install gentoo.

It's a friends pc, I'm just trying to fix it. Any time I try to access recovery, boot menu, or bios, it takes me to this blue screen and it won't let me do anything. Just stuck in this boot loop

Remove HDD, enter bios, change settings to disable SecureBoot and Enable Legacy BIOS Boot.
Connect disk, boot from usb, fix it or make backup, then change those settings back to default.
