At the risk of sounding like a reddit fa/g/, can someone ELI5 Docker for me?

I just don't get it. What's so different about it than using other virtual cloud services?

6yo thinkpad with 4 GB of ram is my server right now. +- 2k UU, cpu load is < 10% on max. When I am deving it takes around 50-80MB in ran and barely any CPU (only childprocesses like php do).

Nah, I just answered what's so different about docker. Actually the architecture of docker itself makes it as usable during development as it makes it usable on production.
Docker creates a single config file which then builds into a container. Since it doesn't virtualize anything and have close to no resource overheap it means it can be used as is on servers. And that means - once you build a docker image for your development purposes you will use the very same image on your server. Making it so you have 1-1 same production environment on your dev, just as if you were ssh'd into production server and coding there.

Moreover deployment of such is easy, not to mention how easy can you build it as CI solution. Just slap your Jenkins to run docker run on your server, that's it for your deployment, 0 configuration needed.
