Both those cards will support dx12. And yes, 780 is more powerful but I'd advice against buying a used one. Also the 7970 is still a valid card.

Get 780ti. Basically overclocked less vram version of the titan for $300. 2 will run TW3 maxed 4k 60fps. That's all you need to know.

That's a stock 780 though. You can generally get a good 40% overclock on them, whereas the 280X barely has any headroom. A 780 running at ~1200MHz will offer stock 980 performance.

The 280x is good for 1100-1200 core which is no joke. I still wouldn't get a 780 when a 290x can be had for similar dosh and is quiten oticably faster.

At stock a 7970ghz -> 290x is a 40-50% increase in performance. http://www.techspot.com/article/942-five-generations-amd-radeon-graphics-compared/
