I got filters so I clean my case once a year with compressed air and a paintbrush
Once a week I vacuum clean the filters from outside the case while I'm cleaning the room
Static discharge is not a problem since the case is grounded

Generic 1" paint brush. Don't know if there's any difference between natural hair vs nylon when it comes to static electricity, but I've never damaged anything in over 10 years of using this method.
On the other hand I've seen damage done by cleaning with a vacuum cleaner yet people still recommend it from time to time.

Get a case with filters and/or some aftermarket fan filters yourself.

Most importantly, use a compressed air duster. There are even "computer vacuums" that may be worthwhile ocmpared to disposable compressed air canisters
