Why can't an internet connection or cell phone connection send faxes?

Phone lines also send data by bits, correct? If digital and analogue connections were incompatible, you wouldn't be able to call a landline from a cell phone, right? So what's changed that makes it so that you can't just use your email, mobile phone, or Windows Fax + an internet connection to send some compatible format to a fax machine?
