Why can't discs be readable on both sides and disc drives have lasers on both sides so as to effectively double the capacity of the average disc?

Instead of having to worry about scratches on one side, you now have to worry about two.

Double-sided discs exist, I have quite a few of them. However, I don't know of any disc-readers that actually read both sides at the same time, so you have to take them out and turn them to access the other side's data

You have that little plastic ring in the middle, that's where the ones I have are labelled, just like a vinyl record. It is however far less space obviously.

Cost. Basically you would have to make one with double components, almost same cost of making two drives. It is more cheap to improve the technology, like CD -> DVD -> Blu-ray.
Two independent lasers implies two motors, 2 logic units and so on.

That shit already exists and you've probably used it.

There are discs that are literally called "dual layered discs". The layers are right on top of eachother, the disc is read from one side, and they are nearly double the capacity of normal discs.

Also, a disc drive that could read a disc from two sides at once would probably be more than twice the price of a standard drive.

Actually a double sided disc would have less scratching problems.
Ever looked at a disc before? The thick plastic is on the shiny side. The label is the bit sensitive to scratches, the other side can be buffed back to working order.
As for the label, just have the disc start further out to give a little space for the label in the centre. That bit doesn't store much data anyway and it's enough for some text telling you what the disc is.

Read/write heads would either have to be able to go to separate areas or software would have to map all data to parallel areas, which would pretty much be impossible if you think about it.

That is, if you wanted to use both heads at once.
