Tried a restart? Also Settings > Security > Allow untrusted sources. ANd check in Google settings app > Security to have disabled "Scan device for threats" and " "Improve harmful sw detection"

The app in some form remains on your phone. If you deleted it using a file manager and not the legitimate way then you will need to find it's files manually and delete what's leftover. It's possible whatever version you're now trying to install is not compatible with your device too.
