My sister just moved in and want to spy on what sites she visits. How do I do this? I went to the router logs on my netgear router but it just has IP addresses it doesn't say the actual site like my old one did.

if he touches "her" devices that connect to the router, then yes invasion of privacy (+1 its a girl) he gets arrested. however if he installs some sort logging software/hardware to his router then its legal.

How does no one mention that the IP addresses are the sites? You could probably write a script where you grab the names of the sites by doing a lookup.

It all boils down to whether a person can expect a reasonable exception of privacy . Recording someone unawares in the bedroom or bathroom even if it is your property can land you in jail.
Who ever owns your apartment isn't allowed to spy on you IN your residence without your permission, if they provide a wifi service of something they can monitor that.
