i know you aren't my personal tech support /g/, but my computer is acting weird as fuck and all my attempts to troubleshoot it have failed.

Built this pc as a gaming rig, specs in the description. I was running benchmarks today(heaven score was trash, 3dmark put my level below gaming laptops from 2013) and found that my higher end pc was running at really low fps, way below what it should be. where i should be getting a solid 60, i'm struggling to stay at 30. any ideas of what's up?
