QoS is enforced at access/distribution and clients often won't know they're being QoS'd on ingressI don't know what you're on about, but it's not like the router can go up into the network lines and pick which packets it receives first. It receives what it receives, if it gets 10,000 video packets followed by 1 game data packet, it's going to serve the video packets until it gets the game data packet.
You can control which data gets uploaded first, because it resides in some buffer before being sent, which the router can sort through.
