Most OS's use Tebi/Gibibytes, including Unix-based and Windows. Windows just retardedly displays the number of Gibibytes with the word "Gigabyte" next to it.

the only things that should be measured in kiB/MiB/GiB/TiB/... should be SRAM and DRAM sizes, since those are the only things that actually have reasons to be in 2^n byte sizes.
even flash isn't externally power of two sizes since so much has to be mapped internally for redundancy.

end users should never even hear about file sizes in kikibytes or whatever, since nobody should be concerned with how many 4 kiB pages in memory or whatever something takes.
