I found a company making ARM SoCs using a modular system where the cpu clusters, gpu and other modules are manufactured on separate dies and then join them using some sort of interposer. I have to get more details off them about it but it may be possible to get an ARM SoC suited to desktops without having the huge cost of fabing a custom chip.
For uses I was thinking it could appeal to hobbyists who like ARM devices, devs looking for a reasonably priced ARMv8 board, home made NAS, I might be able to make a second board variation aimed more at android and TV use, you could use it to run android games at 4k, watch chinese cartoons with strange encodes because the CPU is fast enough to software decode practically anything.
