When I set up a new client I usually start with Spiceworks since the install takes just a few minutes and it doesn't require an agent to work. It's also very easy to use for non-technical people and it comes with a ticketing system built in. I almost always replace it in the end with something more capable but you can't beat it for free and a 10 minute install.
