I found an iPad on the street.

I want to open it, but I obviously don't have the passcode, and I don't want to plug it into my computer until it's wiped.

There is no possible way for you to use the iPad if it is not yours and has a screen that looks somewhat like pic related. No amount of restoring, DFU, or flashing a fresh copy of iOS will get you anywhere. The only way you can use that iPad is if you're the person that it is registered to, or if you have access to the persons Apple ID and password.
