If you suddenly gain an interest in one of the boards under the Creative column on the homepage, excluding /wg/ and /wsg/, the first thing you thought of for a thread topic is something that has threads made about it by new users every single day. You'll always want to check the stickies first, and do some searches on your own first; boards like this are more suited to sharing your work.

In fact, the premise of this question is misguided; there are no truly objective measurements of skill in creative mediums & professions, only disciplines within those mediums & professions that establish tried-and-true rules to which your work can adhere.
As for an answer that will actually be useful to you, look into resources & classes to learn not just the software, but the discipline. An introductory graphic design night class at a decent university is plenty enough to get you started. You'll also want to tinker on your own. It's also helpful to look at what other people make, and to show graphic artists what you make in order to get feedback (both of those can be done on this board). When getting feedback, be sure to be receptive to constructive criticism; you don't necessarily have to agree with the feedback someone gives you, but you should take what they say as seriously as they do, and you'll find ways to improve through that.
