If you want to do this properly, it's called rotoscopy.
Most of the stuff in this video is just a drawing with some kind of distortion effect as mesh warp though.

don't know any tutorials but it's super easy.
>create aftereffects composition and throw your video in it
>draw something, scan it, add it to the composition (change the blending mode to multiply to get rid of the white)
>apply any distort effect to the drawing. mesh warp should work.
>play around till it looks good
