Just be aware that if your upload fails due to copyright you get a warning from 4chan

so my guess is that your problem had to do with captcha mistake or file size limit

I've had the captcha expire and when it fails it says something about forgetting to do the captcha, this is something else, it says "upload failed", along with the grey transparent popup saying there was a posting error. The webm is about 1.5 MB, well below the limit, and below what I've posted before.

Has webm uploading been disabled again? I could see it happening, if it causes massive spikes in cost for bandwidth. Not knowing is annoying though.

The only questions:

Was this deliberate? If so, why? I assume bandwidth issues, maybe for some attempt to return to the glory days of the site

If not deliberate, then why is it happening? An incidental occurrence, after some archived version of the board from pre-webm days was activated, like how the filter on r9k was reactivated recently?

Is the lack of webm posting temporary, or permanent?

The sticky still says:

So it's either new enough for them to still be changing things around, or it's a temporary problem

I'd think there'd have been some announcement if it was deliberate and permanent. I hope.

It doesn't explicitly forbid webms either, which would make sense to do if they deliberately edited the rules to remove any references to webms, if there were any in the rules previously, I don't remember checking them recently enough to have seen references to webms in the rules before. Could it be that an old version of the website's infrastructure is running?
