Levels are always a linear adjustment, curves not necessarily (only when they're linear curves).

With curves you can give more weight to darker or lighter regions for example, or do something similar to gamma correction or even completely crazy shit like making midtones black and everything else white. Levels are just straight-line curves, really.

Too bad i can't read most of the text because it's blurred.
Tachibana "omake" or bonus is already confirmed for C89, It's only a matter of whether it's an illustration card or page saying thank you for buying (Fate 2) or a supplement. I bet this illustration is part of the omake.
